Could not get past Make Out, in isolation! HELP

So its a Saturday night, Im at a family party and there are a alot of dults and around 5-6 kids with HB that I have met before. All of us (2 guys, HB, 3 little kids) hang out in a theater room so I build more comfort (as I have met HB). (Its kinda cold out like 0-5 c). I try to finger her but she mounts me and says "Not so fast", I flip her over and put my hand around her neck pushing it into the ground (like a choke slam), and she just seemed very aroused, uncontrollable hands, her tongue was in my throat, I tell her:

Me: (Breathe on ear) "You had a fucking sexy costume "
HB: " Do you know about my vampire costume, its the one my parents don't know about" (she describes it)

I try again and she starts with the outside pants hj (15 seconds again), I try again to finger her, she turns her thigh down so i cant really reach there. (I assume I need to turn her on even more, as its cold out) But doesn't really lead anywere I give up after 5 minutes. She says "great now I have sex hair(pulls a pincone out of her hair)" I laugh and just say its getting boring im going to sleep. She gets off me, then gets back on top and blows in my eye to try and wake me up. We just end up cuddling then going home, the cold really turns you off if things don't escalate. The next day surprised me, no buyers remorse, she acted like she just had the night of her life and always wanted to be close to me (gave no IOD, a lot of IOI's).

Im thinking could it have been HER problem, and is there anything I could have done to just get her hot enough for BJ.
Is there anything you can do to escalate against a "more shy" girl compared to others I have been with. Anything you can say or do?

doesnt matter what she says, just kiss her again. hands back off. slowly escalate again. rinse and repeat. its a mini freeze out. Its like qualifying for A3

Honestly though, best advice is add more comfort game. kiss her, foold around with her a little bit, set up your next meeting, hang out with her and kiss her right away next time you see her, have a few more fun hours together. next time you hook up she'll be a lot more open to whatever you are in to.

Il be responsible for whatever happens to you, but your responsible for what doesn't happen." Or is this only if you want to F/beat LMR?

I found it pretty effective in beating LMR if you continue to escalate afterwards.

As for your concerns, you got bored after 5 minutes. Women can take up to an hour or more sometimes in LMR, depending on how much comfort and attraction you built with them. Your persistence is dependent on how much you really want it. Next time keep with the push-pull factor like big_pun said, and continue turning her on. Eventually, it will happen.

We were at it for about 30-45 minutes, before I went for the first escalation. Like 15 minutes makeout then we changed location to the forest and another 15 minutes then I went to try and finger her. Then the resistance happened. She was very warm already downthere, I felt it outside the pants. Its just after around 45 minutes, it started to get colder as it was like 0 degrees outside, really killed the mood for me since she didnt even do hj.
