well if the flirting is innocent then i wouldn't consider it cheating.
and it depends on the kind of relationship your friend has with that guy.
if it's open and not so serious, then it wouldn't be cheating.
but if they have something serious going on, you should keep an eye out for that.

but that's just my opinion haha
