Armani Exchange has a few that are $28. Those Armani shirts are worth their weight in gold, girls will comment on them and more, feel em, ya get my drift...
Good is a relative term, but I've seen some Sean John t shirts on 75% markdown that get to your price range. I don't care for the design on most, but have bought one or two I liked. I've yet to have any ladies mention the brand, but that may simply be a result of the crowd I'm around not being really hip hop aware.
On sale, some plain cotton t-shirts (regular or v-neck) at Calvin Klein also hit that price range. Not a graphic T but can still look nice by it's self or with other things. It doesn't look like you left the house in an undershirt if you get a colored one.
